Payroll Specialist
Regular Full Time (35 hours/week) Effective Date: Immediately
Coquitlam School District invites applications from individuals for the position of Payroll Specialist. As the third largest school district in the province, we are located within a 40-minute drive from downtown Vancouver. The school district has a population of 34,000 students with approximately 4400 teaching, administrative, managerial and support staff.
The Payroll Specialist reports to the Manager, Payroll or Designate, working under the supervision of the Lead Payroll Specialist, and performs a variety of confidential payroll/benefit functions in the District's Payroll Department.
RESPONSIBILITIES:
- Operates office equipment and computerized payroll/HR systems.
- Processes, and balances payrolls in accordance with schedules.
- Processes and analyzes employee attendance records, applicable staff alteration reports and other data in accordance with Collective Agreements, Board Policies and Legislation.
- Processes payroll / benefit information for employees in accordance with appropriate scales, regulations, and authorized deductions. Determines benefit eligibility for employees.
- Maintains a base control of salaries, allowances, storage banks and deductions on a pay-to-pay basis; calculates and maintains records for all salary placements and increments; calculates, prepares, reconciles payroll for payroll remittances and other reports to applicable agencies; reconciles payroll deductions to general ledger accounts; prepares and reconciles benefit billings for staff who are on leave, Teachers on Call and the Unions.
- Processes data received for category changes, transfers, experience increments, procedure changes, pensions, income tax forms, contract changes deferred salary leaves and deduction changes which includes garnishee orders, benefits, and United Way donations.
- Prepares or assists in preparation of monthly and annual reports from payroll data for unions, pensions and various government departments - both federal and provincial; prepares and distributes Records of Employment, Revenue Canada audits, verifications of employment and mortgage letters
- Maintains payroll records and historical data including transporting records to storage and maintaining offsite storage records.
- Answers payroll/benefit related inquiries from employees, supervisors, and outside agencies; refers unresolved inquiries to supervisor; assists in new hire orientation/presentations as required.
- Enters, maintains and updates employee benefits information online for Benefit Carriers; calculates purchase of service for Teachers Pension Plan; tracks employee eligibility for group life premium waivers; calculates and processes pay adjustments/corrections in accordance to Collective Agreements, Grievance settlements, legislative requirements, including retirement and termination payroll information.
REQUIRED KNOWLEDGE AND SKILLS: - Grade 12 including courses in business education including accounting, proficient in MS Office with intermediate skills in Excel.
- Payroll Compliance Practitioner Certification (PCP} from the National Payroll Association
- A minimum of two (2) years of computerized payroll experience in a full-time dedicated payroll position for a large complex organization.
- Knowledge of federal and provincial payroll related statues/legislation/requirements.
- Speed and accuracy in mathematical calculations (195 kspm); keyboarding/typing (40wpm).
This is a unionized position which offers $35.30 per hour (35 hours a week), and includes an attractive benefit package with extended health, dental, MSP and a pension plan (MPP).
